This publication is a report of the study of Polychlorinated Biphenyls (PCBs) in equipment owned by the electric utility industry.

It was prepared in accordance with an order issued by the U.S. Court of Appeals for the District of Columbia, this volume contains information regarding:

  • the types of electrical equipment that may contain PCBs,
  • the frequency of leaks or ruptures from such equipment,
  • electrical equipment inspection and maintenance programs, and
  • the feasibility of a phase-out programs for PCB transformers and capacitors.
